What does Enlightment help you level (faster)?

Obviously, Enlightenment helps you gain CP at 4x the rate you otherwise would. Does it increase the rate of leveling of anything else?

The specific example I'm thinking of is the vampirism skill line, which I gather levels solely through general XP gains, as per threads like https://forums.elderscrollsonline.com/en/discussion/363508/what-do-i-need-to-do-to-lvl-up-vampire

Since it changes the rate at which XP converts to CP, it won't affect anything else that depends on XP. However, XP scrolls would affect anything XP based, as they direct change the XP amount you're getting.

I think that means that XP scrolls stack with enlightenment, but up to now, I've been giving all the scrolls to the pre-champ alts to use, in order to get them up to Level 50 faster.

However, I don't really understand the "Since" part, since I don't see where the premise is clearly articulated.

I levelled the Vampire skill line on one of my characters a couple of weeks ago. Enlightenment XP does not make the skill line level faster. It just isn't taken into account. XP scrolls do help the skill line level faster.
