Well the whole combat system of ESO is bad in a way everyone playing X role use Y and Z weapons. Everyone feel the same.0 -
Winterborn is a light armor set and elemental succession also clearly lists frost as a damage role. Both of these are even harder to get than maelstrom weapons in my experience due to rng. Even the vma frost staff is clearly a dps weapon. As others have mentioned something needed to be done years ago. Don't hamstring tanks who currently frost staff but give dps some utility.0
