The hat motif is... (drums playing as I reach for the nearest outfit station) ... have been kicked from server and eternal loading screen to log back, sorry... EU PC server was down for most day yesterday and now it's giving issues as well during the mid year event :S

Thanks for trying! As you said "reach for the nearest outfit station" I figure out "oh, it isn't a hat (costume), it's a motif", then proceed to research on ESO Fashion , and found it's the medium armor Silver Dawn head piece.
