You can only change Race to a different race if you have the Any Alliance Any Race thing so you're stuck with the certain Alliance Races
e.g. If you have a Breton, you can only change to Orc or Redguard

I didn't confirm the changes (because I don't want to change any of my characters) but it looks like you can use the token to just change appearance instead of race.
A change token gives the standard character creation UI, but with some aspects disabled, such as class.
When you pick a race, your previous race does not seem to be a disabled choice.1 -

Yes you can only change appearance aspects instead of race too. I've done this many times, including today with the new tokensIGN @ emilypumpkin, imperial pumpkin seller & ghost hunter

Yes you can use it as an appearance changer, though you are losing out by doing so. If you have the crowns buy an appearance changer and save the race change, IMO.1 -
