The entirety of the Console playerbase are firmly stopped from competing for two weeks while PC gets free reign.
And even in the PC playerbase only those who go through whatever hoop exists to participate on the PTS get to have additional weeks testing and getting familiarized with the content ahead of time. Whenever the PTS introduces new Dungeons or a new Trial Hodor uses that period to practice the content until they know just what builds to use, what mechanics to remember, etc until they have the run down, and then when it hits live they know exactly what to do immediately while most others are getting their feet wet. There's no real competition whatsoever with this.
