The in-game help text on the PTS for the Thieves Guild event says both that heists get increased rewards and daily repeatable quests do not.
The same is true regarding the Dark Brotherhood event.
Further, these are described as separate events.
In a smaller matter -- a teensy-tiny one really -- the style for whether a Festival's name should be preceded by the word "The" is inconsistent.
It seems one more editing pass would be in order.
