As logical and rational as your opinion is, history tells a different tale. I've seen quite a few last-minute doozies.
Another update PC gets a couple weeks sooner than console. Sad how zos thinks so low of half, if not the majority, of its community.

It's not anything like that, it's just that console performance is so bad it takes it 2 full weeks just to process that the update is available.

Instead us on console have to wait an extra 2-3 weeks.. It may not be a huge deal with wrathstone but it is a huge issue when it comes to elsweyr and bug patches. Obviously theres nothing zos can do about patches for big issues and bugs. If its going to take extra time to get it to console then thats how it is. We just have to tolerate the issue in the meantime. But with something like elsweyr, or any update introducing some new system or class to the game, it really sucks for us.
We have to wait while PC players get to play a new class, or try a new system. I suppose you could go watch a PC streamer or youtuber try it out, but its probably worse doing that.. I would imagine its especially worse for console content creators. Like if you're a twitch streamer, for example. Yeah, I got sick of the console performance. That's why I spent a small fortune building a PC. Then I bought ESO on PC, and re-earned all my CP. I'm still working on re-obtaining 100% completion again though.

Well ya if you dont care much about it then I understand why you wouldnt mind waiting. Would probably be better for you in your specific situation. But you dont even want to explore elsweyr?
And thats unfortunately how a most online games work. Dont think theres any way around having to download it. And that internet issue sounds unfortunate. If you were a pvp player, specifically cyrodil, you would probably end up pulling your hair out. But sometimes this game runs good for people with bad internet, and runs bad for people with good internet. Its strange but thats what sometimes seems to be the case.. I pay a lot for very good internet and it still runs terrible on console. Runs pretty good on my PC though, except for vivec.. But paying if you go over your limit, thats rough..

I'm assuming that. It's highly unlikely they will update the PTS with some major changes and bring it live one week later. They would have done that already if they planned to deploy major changes. That's my opinion though.

PC gets update directly after testing. Console version after all the testing needs to be applied for approval and approval takes time. You want bugged 1st PTS version while PC will have fully tested one just so it will update for everyone at the same time or what?

Yeah, I got sick of the console performance. That's why I spent a small fortune building a PC. Then I bought ESO on PC, and re-earned all my CP. I'm still working on re-obtaining 100% completion again though.
Ive tried in the past. Im currently trying again.. But every time i spend a couple weeks grinding i just get pissed that they wont offer a transfer, and i quit. Its so much better on PC. Like night and day. And they have to know that. Given that information, they should do everything in their power to offer console to PC (only) transfers. If you are going to leave one platform in shambles then the LEAST you can do is let the people willing to buy the game again bring their stuff with them.
Of course that wouldnt help people like you who already did it. But ive played console for 3 years. My 2 main pvp/pve characters have done most of anything the game has to offer so I doubt ill restart. If I do continue grinding CP on this PC account it will be 1 character just to pvp and have the damnn thing work. Because sadly i can put this game side by side on console and PC and get different results. 1 works, 1 does not.
Problem is that this would not benefit consoles in any way. dlc is done, send to for console verification, released two weeks later.
