Altmer
• +200 Spell Damage (instead of 258)
• No longer restore their lowest maximum ressource
• Get a 700 Damage Shield for 6 seconds when using a class ability, can occur once every 10s.
Altmer parse on top of many charts and the lowest maximum ressource returns is confusing.
Getting a magical shield instead fits the lore better and gives some survivability that can be handy in both PvE and PvP while not increasing their DPS.
Dunmer
• +150 Spell Damage (instead of 258)
• +150 Weapon Damage (instead of 258)
• Dealing Fire Damage restore 150 Magicka, can occur once every 4 seconds
Further differenciate Altmer and Dunmer.
Bring back a bit of fire flavor for both users of Fire Staff and Dragon Knights.
Orc
• +200 Weapon Damage (instead of 258)
They parse a bit too high compared to other Stamina oriented races.
Breton
• -3% Magicka Cost (instead of 7%)
• +150 Magicka Recovery (instead of 100)
Their sustain is too high with current values of their cost reduction and magicka recovery.
Bosmer
• Hitting an enemy at a range greater than 20m increase your Physical and Spell Penetration by 1500 for 3 seconds, this effect can occur once every 5 seconds.
• No longer give Physical and Spell Penetration after dodge rolling
Create a "dead" zone where Bosmer lose their bonus penetration if they can't stay away from their target to land a shot once in a while, but give them a more manageable passive.
Argonian
• No longer get a bonus to Max Health
• +1000 Max Stamina
• Restore 300 Health, Magicka, and Stamina every 5 seconds while potion is on cooldown
• +100 Spell and Weapon Damage for 15 seconds after activating a synergy
Solve PvP "burst restore" whining, and give some DPS help when being a team player
And finally bring some "shadowscale" flavor \o/
