No character progress carries over to Live.
Unless they don't like any of the PTS patch note changes.
If that's the case, well, too bad ... changes will inevitably happen.

If in theory the PTS server is on its own server do explain how you can feel the change in performance in instance dungeons before live and during live
Roaming pve land same thing and my fav the never ending performance before and during live.
