Racial Passive Suggestions

Real quick, I don't agree entirely on completely overhauling races to make them this way, simply because there will be too much balancing work to do on them. Right now, it seems that your racial passives would affect whatever they do a lot, and I already think many of your values would need adjusting to balance it all out a bit more so they're not overbearing in what they do compared to no racials; basically, in my opinion, the races that are already at the top, such as Altmer, don't need buffing.

However, I really like how you've tried to give them all an identity in either Stamina or Magicka damage-dealing as well as varying amounts of utility based on each race, and you've obviously put a lot of thought and effort into this in terms of stats and balancing. You get an awesome from me.

@HatchetHaro Thanks man, you were part of the inspiration to make Argonians viable as DPS.

Another thought. What it a race was given a boost to weapon enchants? Like 8% more effectiveness. This would result in a small DPS increase (about 0.8%), and would be even more useful for tanks, by increasing their Crusher enchant. This would need to go on a Magicka race that is lacking in tanking ability. From a lore perspective this would be Altmer (+10 enchanting in Morrowind, and +5 enchanting in Skyrim), but I am already getting pushback on their current power level for DPS. Something would have to be removed to make this addition balanced.

Maybe the ultimate cost reduction could be moved to Breton, since that also seems fitting with their reputation, and would help Breton DPS, healers and tanks slightly.

The same could be done on the stamina side actually, since Orcs are also known to be skilled at enchanting (+5 in Skyrim). I wonder if this would bring their tanking ability over the top. It may have to replace their healing received and max health bonus. 8% multiplicative on Infused Torugs Crusher would be 219 reduction in physical and spell resistance, resulting in ~0.3% group DPS increase. This might be on par with the higher Warhorn uptime from races with Ultimate boosts.

Redguard could also receive the same Ulti cost reduction that is moved from Altmer to Breton. On PTS right now Redguard gets a cost reduction to weapon ultimates, so this wouldn’t be far from the devs’ intent. It would help give them more utility as a support role, and only increase DPS slightly.

For Breton and Redguard, the ulti cost reduction would be easiest to implement into their 7% Magicka and Stamina cost reduction passsives, and 7% ulti cost reduction seems fair. To compensate for this, they could get a small removal of max stat from 2000 to 1750, which makes sense since in the lore Altmer have always had a larger Magicka pool than Bretons.

In writing this, I think I talked myself into these changes. Unless someone convinced me it’s a terrible idea, I’ll update the OP with the following later this afternoon.

Altmer: Lose 8% ulti cost, gain 6% weapon enchant strength

Orc: Gain 6% weapon enchant strength. Lose 4% healing received and 500 max health.

Breton: Lose 250 Max Magicka. Gain 7% ulti cost reduction.

Redguard: Lose 250 Max Stamina. Gain 7% ulti cost reduction

This also leaves Argonian as the only race with healing received, so this could go up from 3% to 5%, dropping the healing done passive (the 8% Spell Crit should cover healing done).

A few other things I am noticing while reviewing all of this. Most of the Magicka races rely on a proc to return a burst of resources, while most of the stamina races have passive stamina recovery. I think I’ll swap these for Altmer and Orc, so Altmer gets the same 150 recovery as Breton (which is more similar to Altmer on live server), and Orc gets a 645 Stamina return proc every 6s (which is similar to their proc in Wrathstone PTS 1).

In my previous comment I mentioned reducing Breton and Redguard max resource to 1750. This creates a nice hierarchy of max stat pools, that decreases as they become more Hybrid.

    Altmer/Orc: 2000
    Breton/Redguard: 1750
    Dunmer/Bosmer: 1500
    Argonian/Khajiit: 1250

By this pattern, Nord and Imperial would should each have 1000 Max Magicka + Max Stamina (instead of their current 2000 to a single resource). This would be fine for their tanky builds, but would actually decrease their already low DPS. Now I’m trying to think of how to tweak Imperial and Nord to make up the DPS of this 1k resource, without overpowering them in PvP or tank roles. Something unique and lore-friendly.

Edit: It could be as easy as giving Imperial and Nord 129 Weapon + Spell Damage. Not sure how much sense spell damage works with Nord lore though. I supposed it could be justified by the fact they had a Restoration bonus in Oblivion, as well as a frost damage power. This would give a very slight boost to Nord and Imperial DPS, while hybridizing their stat pools. It’s not a very unique or exciting solution though. So if anyone has a better idea how to add about 2% DPS to Nord and Imperial let me know.

Edit 2: I think I’ve got it. Imperial could get a bonus equivalent to 1 pc Bloodthirsty (10% more damage to enemies under 25% health), to represent their favored method of dealing with their enemies (think about the first scenes in Helgen and Solitude in Skyrim). Nord could get the exact opposite, 10% increased damage to enemies over 75% health. This would reflect their tendency to charge into battle with no hesitation, possibly catching the opponent off-guard. Neither of these would affect Healing or Tanking at all, so only DPS is increased.

Well I've probably spent enough time on these. And I'm fairly happy with the latest iteration of the initial post. Thanks to everyone who participated in the discussion.

    I'll go ahead and tag some devs here: @ZOS_BrianWheeler @ZOS_Gilliam @ZOS_RichLambert @ZOS_RobGarrett

If you wouldn't mind, take quick look at the first 2 posts in this thread  If there's anything you like maybe it could be incorporated into the Wrathstone racial rebalance. Thanks!

    Altmers Online again.... No thx....

They were only briefly the meta race on live. It was Dunmer for most of the last 5 years. Any time someone makes this idiotic post, they expose themselves as having never actually played endgame content.
