Would you take the helmet at Cp150 instead of 160? You can have it in purple, then...
I reckon they should change all the base game dungeons and trials gear to bind on equip. Most of it isn't best in slot anyway.
It would also create a new avenue for traders to make a bit of cash while helping newer players with some slightly better gear to farm the new DLC dungeons and trials with. I know ZOS wants to keep people grinding but with ever expanding amounts of content it isn't like most people will run out of things to grind for any time soon.
For base game they're all dead easy to get. Only dlc dungeons are a bit of a struggle to get helms. Even then, they're not too hard for 4 semi competent players to get.
If you can't get mister helms, you have bigger problems either your build other than not having monster helms.
ESO already sells legendary versions of the mask, there isn't anything to "earn" in these items any more.Because upgrading from blue to purple is stupid cheap and easy. How about we keep somethings in the game in a place we actually have to earn them?
If it's a much lower drop chance and quality I have no issues with it.

First, you want to have some kind of challenge to aim for. When I started doing dungeons any Vet dungeon was an awesome challenge, now I have multiple versions of all the basic hats and it’s the DLC vets that are intimidating. For me the hats, the heads and the busts are indications of my progression in the game.
Second, if you aren’t doing vet dungeons and/or aren’t capable of doing them, what content are you doing that requires a monster set?
Please no. I understand why this might seem attractive at the onset, but experience shows otherwise. Earthgore was locked behind difficult content, and only a handful of us had it in Cyrodil, so it wasn't a problem. The day it dropped in the golden though, everyone had access and now Cyrodil is inundated with it and it is ruining PvP. It was a huge mistake to make it available and it should never have been added to the golden rotation.
If you make all monster helms available at normal levels, there is no longer any reason to improve your game play, and we end up with a bunch of terrible players (who usually run in zergs) crutching on sets which become overwhelming when used by large numbers in a concentrated area.
