✭YesThe Torchbug pets are given out at conventions, or via the ZOS Team on various social media promotions (Like Twitter Torchbug Tuesdays)
The codes for these pets are also given to ESO Stream Team members to give away in their streams. Different streamers give them out at different times, but here is a link to the ESO Stream Team members:

They're one of the more rare pets but they're about.
