[Balancing] Please do something to separate PvE values from PvP values

All abilities working and scaling the same in pve and pvp is something that keeps this game from being balanced properly. Some modifiers attached to each ability that determine the "damage against players" would fix this problem.
Trial Progression:
vAA: Hardmode
vHRC: Hardmode
vSO: Hardmode
vMoL: Hardmode + dro-m'Athra-Destroyer
vHoF: Hardmode + Tick Tock Tormentor
vAS: Hardmode + Immortal Redeemer
vCR: Hardmode + Gryphon Heart
vSS: Hardmode

    I don't know what ZOS' current standard/purpose is for keeping most of the skills exactly the same in both PVE and PVP (in a past ESO Live I believe there was talk of having skills always be the same, so skills always performed the same and didn't confuse players). But it's really weird that Ambush (NB skill) is different in PVE and PVP.

    PVE - Stuns Enemy
    PVP - Doesn't Stun Enemy

    I dunno maybe with a change of leadership recebtly maybe this can happen.

    Dcuo does a decent job all skills ahift a little in effects during pve mode and pvp mode

    We will even see more lags in PVP and thus should simply abandon this idea!

    I mean not like it could get worse than midyear so theres that wiggle room

    As a coder I can tell you: This is simply wrong. There are ways to achieve that and nobody can tell how ZOS structure their code internally. So pure speculation on your side and my request is still in the game.
