Dual Wield Passives

A lot of the dual wield passives are very specific to dual wield abilities rather than all abilities you are using on your dual wield bar is there any chance that with the enchantment nerf we will see dual wield passives made more universal.

I could be wrong but isn't this the case for most weapon passives?
not that I'd say no to some existing buffs suddenly applying to other abilities but I think ZOS are actively trying to tone down the combat.
