Grahtwood Zone Guide Contains a Quest Which Cannot Be Completed

The Grahtwood Zone Guide lists Trouble at the Tree as a story quest to be completed. However, the quest giver NPC is nowhere to be found in Haven. It seems this is a simple quest to travel to a different location so it should probably be removed from the story quest list or the NPC should be made permanent instead of conditional.

    I got all excited and was like "hey a quest I haven't done". Load up live just to find out its impossible to do. Kind of like some books that are in quests. So my takeaway of the zone guide is... "It is going to constantly remind me that the quests are broken".

    Not sure if this is applicable, but according to UESP:
    Quick Walkthrough

    - Talk to Meninel in Haven.
    - Find and speak to King Camoran Aeradan in Elden Root.

    * This quest is only available if you have not already received "The Great Tree" from Queen Ayrenn in Firsthold. Starting, "The Honor of the Queen," will also block you from receiving the quest as it also directs you to King Camoran.

    What's typically done to complete the quest:

    Approach King Camoran Aeradan in his throne room and say "the vines are strongest at dusk," which will prove I'm a friend to his throne.

    Although, it's possible it's not a part of the game anymore; back in 1.6 they removed a quest from Grahtwood to get the 'Hollow Moon Garb' disguise, which I was pretty sad about. I had some strange sense of hope when I saw this post, that they might add the quest and costume back into the game. I digress... but here's the disguise!
