The whole heal and stun idea failed.
You've given it a whole 3-4 months now and simply nobody uses this skill.
Time to either revert it, or change it again as it simply must do damage.

I have a warden that I had been trying to make an ice fighter. Looked at this skill and went nope. Very unimpressed with ice skills in this game. It's really like nobody knew what they wanted or what to do with them. Ice has just ended up as all over the place in being useful.
The animation is too long and doesn't cancel very well so you're basically losing 2 gcd's for a highly telegraphed stun that just doesn't work that well even if it does connect. Still better off using clench/reach.
Its not reflectable. So theres theres a handy use.
I dont get why the heal is 100% tied to max health tanks.
If youre a normal magicka warden why on EARTH would you not use enchanted growth?
It heals for you, heals your team mates and gives you minor recovery for your resources
Why would a normal magicka warden with 30-40k mag and 20-30k health pick a heal that heals me for LESS and only heals themself?

You wouldn't use Enchanted Growth because it's not cost effective. Use Living Trellis. Heals a little less burst when you recast it but has half the cost and heals you a little when you get hit.

While I hated to lose the old artic blast, I find myself using the new stun version in PVP all the time. My favorite builds are always "combat support" type builds. Builds that are offensive support in nature in the sense of I help you get the kill. Think lots of buffs, de-buffs, DOTs, AOEs, slows, CC's, light heals. I will lose a 1v1 against a quality build and player. But in a 10v10, my toon is the primary reason your group was wiped.
I'm constantly using AB to stun in PVP and have found it extremially effective. At this point I would really, really, hate to lose it. The should have left Blast alone without change and instead changed Polar Wind (the other morph) to have the stun.

I'm just imagining this being a neat concept, just not as effective as Dragonknight Talons.
This skill embodies everything that was wrong with the old combat design team lead.
- Destroying a perfectly functional skill that defined a class unique playstyle.
- Wasteing resources during a patch cycle that could have been put into more prominent issues.
- Whole idea arose because perfectly balanced and class defining skills got butchered beforehand (Deep Fissure cc).
- The skill is only barely considerable because it most likely is bugged (non reflectable).
- Once fixed you can completely berry it for another 3 months, same as VMA 2h fiasco.
- No reversion of bad changes and takeing another approach from an existing base, because it‘s better to pile mistakes on mistake, instead of admitting human fault.
Really, the only good thing to happen is to reverse everything, take the good changes with us and work it out from there. Actually make gameplay viable over actual skills, rather than increasing static passive values simply to increase PvE dps to acceptable levels.

I'm waiting for almost 2 years for them to do some re-design changes for Warden, I'm almost sure they even declared several times that changes are needed and it got delayed again and gain. Artic blast looked so cool in the morrowind trailer and it was named a "blast" for a reason....
-Artic blast should be a range attack with CC and dmg(direct/dot/delayed, whatever you want) that scales with magicka and no heal, they can even add a taunt effect to give magicka tanks instant taunt when they can not use staff heavy.
- Polar wind should be the combined effects of the current Polar wind and the previous Artic blast(the dmg part). It will be great if they also will give it an aura animation for the duration and only for the activation of the skill.

the only thing it blasts you with now is disappointment and sadness XD.
frozen device is used in PvE to pull enemies to the tank. retreat is used a bit for *** and giggles but not that much. device is better. i've seen people fascinated that icy escape is a thing. but the skill is almost useless in pvp. takes too long to arm. doesn't deal much damage and immobilise is simply an annoyance. its easier to just use destro touch and run over to the enemy. or just use silver leash.
Glacial Presence essentially got a hard indirect nerf when blast's aoe was removed. and tell me again why we should care about chilled? i mean. if you want to have a slightly better chance to proc it on only a skill or two, why not just use DK's Choking Talons? its a guaranteed minor maim on a class that is still the best tank. you can also use low slash too for single target. as it stands now glacial presence is there to take up space now. doesn't really do much anymore. there are cool effects you could do to it such as having an interation like DK with poisoned and burning. something people liked in my discussions was +10% more critical damage to chilled enemies on glacial presence. it makes chilled worth something to the DD.

+10% more critical damage to chilled enemies is actually a great idea. Used to fantasise that warden give a unique debuff to chilled enemies("shatter") to increase dps. +10% critical damage is perfect and not even OP in PvP. Ya sure, I will take that over Glacial Presence Presence any day. But point still stands, why don't we have more class skill to apply chill and frost damage.
