Steam - Elsweyr Digital Collector's Upgrade?

I checked Steam and only the Elsweyr Digital Collector's Edition is available to pre-purchase. I added it to my cart but it wouldn't let me continue since it stated that I owned potions of the edition already. Will there be an upgrade option available?

Fortunately my ESO+ is originally through ZoS and I have been able to log into the game outside of steam when needed and access everything.0
