Steam - Elsweyr Digital Collector's Upgrade?

I checked Steam and only the Elsweyr Digital Collector's Edition is available to pre-purchase. I added it to my cart but it wouldn't let me continue since it stated that I owned potions of the edition already. Will there be an upgrade option available?

    an upgrade option is available through the ESO store

    If you have the choice, DO NOT buy anything through steam that's related to ESO. Steam makes everything a hassle, especially those random down times that steam players get.

    Fortunately my ESO+ is originally through ZoS and I have been able to log into the game outside of steam when needed and access everything.
