Stealth Sets could be added in Elsweyr Chapter

Elsweyr is the homeland of the Cat-Folk, a race which is infamous on Tamriel due to their agility, cunning and thieving skills.

It's been a while since we've got an sneak related update, both in PvP combat and PvE stealing (and murdering). I thought that Elsweyr Chapter is a good time to add some new features into this type of playstyle.

A very nice addition into this chapter could be thieving and sneaking sets, let me give you some examples:
Monster Set: Nocturnal's Boon

(1 set) Reduces the duration to get out of combat by 2 seconds
(2 set) Moving while sneaking will no longer negate your stamina recovery. Your Stamina cost of moving while in stealth now instead increase your sneak movement speed.

First set bonus would help in 1 way:
- To enter stealth easier both on PvP and robbery sprees around the open world.

Second set bonus would help in 2 ways:
- Recovering stamina while moving around in stealth (if you have a decent stamina recovery)
- Increasing your stealth movement speed by the same % of your stamina cost reduction while moving crouched. (but you lose the latter effect of course.)

Lore
Nocturnal is the Daedric Prince whose sphere is the night and darkness. She is also known as the Night Mistress and "Lady Luck." Nocturnal is the source of a thief's luck, which flows from its Daedric Plane and plays a heavy role in the lives of any who use the shadows to do their work, though none know what price is paid in return.

5 Item Set: Rajhin's Dexterity

(2 items) Max Stamina.
(3 items) Increase Pickpoketing chance by 5%.
(4 Items) Max Stamina.
(5 Items) Max Health. When you are witnessed comiting a crime, you have a 20% chance to vanish. Negating any bounty increase and entering invisibility for 5 seconds.

This set is specialized for people who spend a lot of time pickpocketing NPCs, it doesn't bring any game breaking feature, but it certainly help some hardcore burglars.

Lore
The thief-god of the Khajiiti, legend holds that Rajhin grew up in the Black Kiergo section of Senchal. In life, Rajhin was the most infamous burglar in Elsweyr's history, said to have stolen a tattoo from the neck of the Empress Kintyra as she slept. His blessing is most often asked for before undertaking activities of a less-than-lawful nature.

3 Weapon and Jewelry Set: Baan Dar's Acrobatics

(2 items) Max Health. Roll Dodge no longer breaks stealth.
(3 items) Max Stamina. Non damaging abilities no longer break stealth.

This set is specialized for PvP. It will help a lot of people to apply buffs before engaging combat and create well thought ambushes.

Lore
Regarded more as a manifestation than a formal god, Baan Dar is the personification of Khajiiti cleverness and the wit engendered of long-suffering on their part. He is commonly attributed with that genius which lends itself to the creation of last-minute plans to foil the machinations of the Khajiit's foes.

    We... definitely don't need easier stealth in PvP... it's quite cancerous as it is.

    However, the idea is quite nice if it affects the solo PvE enviroment and stealing/murdering mechanics.

    Thanks for the feedback Latios, I actually thought of these cancerous playstyles such as stealth Sniping and all-out Prox Det.

    I'll try to explain each set piece and its usefulness.

    The first monster set doesn't bring any damage increasal. It's insead a tool to disengage combat and enganging it through stealth. Specially useful for those who wear medium armor and get 5% extra stealth speed per piece because of this set conversion

    You agreed on the second set idea and I'm very glad of it!

    Lastly, the third set would be an amazing advantage to for sneaks before engaging combat. Sometimes I wish I could roll dodge while in stealth to avoid being dectected, or cast my Ingenous Weapon before I enter combat with a dual wield heavy attack.

    Out of your damned mind. I have not wanted night blades nerfed but its getting annoying how many people are in and out of stealth constantly now. If you are not in a zerg, its can be pretty constant. Been carrying detect pots. Kill one pest and another is taking pot shots. Basically just keep trying until they find the right time where you are off your guard. If anything, stealth needs to be more of a hindering factor.

    Or here is a set idea. Eye of the sentry monster set. 1 piece, you are immune to all damage from stealth attacks. 2 piece, you can see any enemy stealthed within 45 meters

    I don't really have problems with the first set, as the combat bug in PvP will make the -2 seconds worthless in it xd

    On a serious note, the third set is what worries me. Nightblades already have a very easy engage/disengage tool, and being able to cast all of their buffs, heals and even some debuffs while in stealth is worrying. I do carry some stealth pots as a Stamplar for strategic use, and if I could recast all of my buffs when I use it, i'd essentialy be resetting any fight every 30 seconds. A NB doesn't need a potion to do that, which would make this very abusive.

    Added to that, stamblades would be even harder to kill in stealth because they'll be able to roll dodge stuff while their strong heals tick, making them impossible to truly catch without a detect pot. In other words, we'd have to use a non-optimal consumable just to have a 15-sec time window to kill one that abuses this. They are already very strong in duels. With this, they could be close to invincible if you don't build specifically to counter them.

And even if history has tired of drinking blood, that’s only in regards to the amount. But what about quality? The larger the sacrifice is, the more delighted the cruel gods will be.

    I did not read past the first 2pc set. Zos has made it clear they do not want stamina recovery while moving in sneak.

    I am a proponent of sneak/cloak but we do not need sets making it stronger. It is in a good place with counters. Making it stronger even via sets would upset that balance.

    General ideas might be interesting but they are extremely raw and I do not see any feasible way to implement them into the game.

    First set:
    Stealth has nothing to do with being in combat. You can stealth mid-combat anyway. So your original idea will not help stealth in the slightest. Decimus has a very good video expaining some of the stealth mechanics. Considering how non-standardized they are I see no way to implement some kind of "get into stealth faster" system.

    Stam recovery in stealth potentially leads to perma-stealth builds. No bueno.

    I have no comments about the second set since it seems pretty basic.

    Third set:
    You can already buff in stealth. Any kind of single targer self-buff/heal (Rally, Siphoning, Merciless just to name some of the pre-buffs NBs commonly use before ganking) will not break stealth. Buffs and heals only break stealth if they have damage (Volatile Armor) or AoE-effect component (Vigor, Frost Cloak) or include summoning a pet (Netch). I see no reason to change that since a stealth healer helping his group while being impossible to target is a bad idea.

    Your roll-dodge idea seems quite weird to me. You do not need to roll dodge unless you've been rooted (which has pulled you out of stealth already) or are being targeted (which means you are not in stealth to begin with). And if you are running away crouch -> roll dodge is already a very efficent way to prevent those last targeted attacks from hitting you before you disappear into stealth.
