My guess is that it's a new class. These seem like crown store icons so I'd assume that they would put a whole class on the crown store (much like warden) rather than just a single skill line.

But Warden was put into the store after it's been a 1 year exclusive for buying Morrowind. Would be really weird to see Necromancer so soon related to the store.
And a Dragon Break, Necromancy and Elsweyr all put together? I mean how does this even makes sense?
Abnur Tharn using Necromancy is pretty much confirmed (remember the main quest where we conjured a Flesh Atronarch with his help) but how could this end the 3 banner war?
Elsweyr at the moment seems like a very far stretch to be related to the Chapter. It might be this year's Murkmire.
