I'm fully in support of updated guild systems, the ones ESO has right now work but are very basic. @MissBizz had a fantastic thread in the past about changes for guilds to improve them LINK
The big issues or improvements I would like are.Probably more things but I can't think of them right now. Tagging @Nermy as he might have some as someone running a guild which always had great ideas for guild updates.
- Guild Bank Update - Ability to create different sections with different access levels (based on roles/groups), a better fix for the item duplication bug so we can finally be rid of "waiting on previous request"
- Guild Ranks Update - Remove the promote/demote system and just let us create roles/groups we can apply to members.
- Overhaul on UI - Add additional information such as account and char names, roles, etc.
- Major update on guild trader system - UI UPDATE, UI UPDATE, UI UPDATE, UI UPDATE. Global search within the game (it makes sense because magic)
I have spoken with ZOS members in the past about this when I've had a chance to meet them, they acknowledged that they understand updates are desired and it would have to be a companion update alongside something, just just didn't have anything in the pipeline at the time. That was over a year ago though so I have no idea if plans have changed.

Better guild member permission management system, especially guild bank withdrawal limits.
Stack items in the guild bank.
Have a "guild crafting bag" if the guild has enough "active ESO+" members.

...GUILDHALLS!
Maybe as deadric mini-planes that need to be "conquered" first (raid-level "clear the area" combat), and then can be built on. Projects started by guildmaster, members contribute stuff until its done, constructions require -tons- of white-quality crafting materials (All those "Ta" runes you have no idea what to do with!), and so the conquered area slowly gets filled with buildings and fortifications... outer walls, inner keep, etc., much like a "do it yourself" cyrodil keep... and then once a building is constructed, it can be filled with furniture, NPC guards, traps and stuff...
And in the end, combetative guilds can choose to declare their guildhall to be "open for battle", which means they can get attacked and their guildmembers can attack other "combat-enabled" guildhalls... while those guilds who'd rather just have fun with their friends can opt to keep their guildhall "warded" and unattackable...

Are there actual guild halls for the player yet? If not, I recommend they add that for guilds, a place where all can go and hang - add to the guild hall training dummies, crafting stations, etc... the guild hall and items in the guild would be something the guild would have to build up. Start small and over time / resources the guild hall and accompanying items would be added.
Another thought, not sure if the eso system has this or not for guilds, is as system designed to add stats to us based on the guild hall or some other guild feature to drive the importance around the guild.

Guildhall's would be nice. I will toss in guild quests too with this.
