RNG is typical in MMOs but at some point it becomes too much. ESO reached that point a while back and didn't stop.
These limited time style page drops would be so much better if they weren't so limited time. I've missed the last two despite 30+ runs of each. It's obnoxious. It's an easy way to take old content and beat you to death with it until you hate it.
If you feel the need to keep the arms packs as a timed exclusive, whatever. But the style page drop rate is so low, I don't see why it can't just be permanent. As for shoulders, those would need a drop reduction if made permanent, since chests will have multiple styles available in that case.
There is no monetary incentive for ZOS to make these drops exclusive to a month and make the drop rate so low. It only serves to frustrate those of us who haven't been so lucky. If a game is frustrating, it isn't serving its purpose for the consumer OR the developer. Frustration isn't going to make people spend more money. It's a lose-lose scenario.
And before someone says it, yes, I can opt not to participate. That is the case with every single thing in video games, ever. I'm just saying it could be more fun if we weren't pressured to farm it or miss out. Take your fallacy elsewhere.
