This happens at times where most people play. It is just the capacity of the server, they can't cope with it anymore and you can't either get in the queue or if you are in the queue you will get like 50 times in a row that another player refused to join.
If you play for as long as i do, you get used to a not working queue and ZOS telling you that you should empty your cache and delete your addons, bla bla bla
