Why do people say this, as if pver's don't die to npc's? Just might not feel the need or the point to compete against other players, simple as that.

I know lots of people who shy away from PvP. I don’t know the reason. ZOS is right to gate certain things behind PvP in order to encourage folks to give it ago.
If you really want vigor, rapids, warhorn, or purge. Just do the content. If it’s new to you, do what it takes to get better at it. Life begins at the edge of your comfort zone.
Incidentally, I first started PvP at level 10. Vivec Pc Na. I didn’t know what vigor and caltrops were lol. By the time I found out I had them. What I discovered was I just like to kill people. Give it a go!

No interest, played enough of those Korean perma-beta games (Helbreath, Priston Tale ect) to turn me of PvP for life. Last time I did PvP was in Warhammer Online as it just felt natural, whereas in ESO the devs are trying to force PvP on people (and I completely sympathize with the players who like PvP having to grind undaunted and mages guild, this should not be happening).
Like many people I have limited time to play due to family and my job so I'm not going to waste it doing something I do not like.

I hear ya, you one option is what was suggested above. don't worry about it. play with what you like. and on a days when daily login reward is AP - make sure to grab it on your stam character. it will take longer, but you will eventually get enough ap to play with caltrops without actualy doing any pvp. for real no pvp rather then "sneak around and repair walls, but still go into the pvp zone not pvping"
personaly I opted for battlegrounds, becasue they are really REALLY fast method. hours? took me 3 battlegrounds on my magwarden to get enough AP to unlock warhorn and purge (a must for a healer that wants to do group content, unfortunately) 2 of them I lost completely like last place lost. but I get not wanting to do it, so login rewards. the reason I'm suggesting persevering about getting caltrops is because its such an amazing ability even/ especially if all you do is casually solo. its not necessary. its just.. fun to use, IMO.

Oh I wasn't speaking for myself as I know the joy's of pvp and am indeed an avid pvper and spend roughly 3-5 hours a day in BG's. I disagree though. I think most gamers here have been gaming for a very very long time. They know what they like and don't need to be enticed to try it.

For all it’s performance issues ZOS has put together a pretty good game. PvE has its wondrous moments and PvP, once you can actually kill a bunch of people is truly fun. You just have to get to the point where you just don’t get reckt every time you set foot out of a keep. I would encourage everyone to try it. ZOS is still right to encourage people to try it.
You really don’t need caltrops unless you’re really about high end endgame dps. If you’re doing the sort of content that requires, REALLY requires caltrops, I just don’t see how killing potatoes in Cyrodill could be any sort of obstacle. Like AT ALL.

Not everyone finds competing against and killing humans, fun. It causes anxiety in some for starters. The term fun is just too subjective to be a one size fits all. It's not always about need, caltrops is a useful ability, regardless of where you plan on using it.
I honestly don't think it's about encouraging people to try their pvp, I think it's more about falsely inflating their numbers to make it seem like their pvp numbers are more robust, but I'm a cynic lol. Same way I feel the reason they implemented daily rewards, "hey, look at our daily login numbers, our game is doing great!" Board members love looking at big numbers. Great business move. I've been pretty consistent in logging in ever since lol.
