We need to accept that these fixes are simply beyond the ability of those working on the game. And that things will just continue to get worse until everyone leaves.

"Reduced the amount of time required to exit combat with another player character to 6 seconds without performing any hostile actions from 30 seconds.
Developer Comment: The goal of this change is to allow players to disengage from battles faster and spend more time on their mounts when moving between objectives. This is our first fix for the issue of being stuck in combat in Cyrodiil, and will be evaluating if any further changes need to be made."

From the Homestead patch notes. And it worked very well for nearly a year. They need to go back, look at what it was they fixed, and fix it again.

Judging by what is and is not responded to on these forums about bugs, they have absolutely no clue how to fix this and are nowhere near fixing it.

Well it was mostly gone at some point, but crept back into the game.

Considering Zos has not pinned any of the in-combat bug threads to their dev tracker nor mentioned it in any manner it is clear it would not be in today's patch.

Zos is not even acknowledging they made the bug much worse this last update.

And this from another forum thread explains a lot of the current bug/problem: (https://forums.elderscrollsonline.com/en/discussion/438884/the-fix-for-in-combat-skill-changes-goes-too-far)

From the first week's patch notes:
Fixed an issue where you could add or remove abilities on your ability bar while you were in combat.

Originally: You could not edit your skill bar while in combat, but there were two exceptions:
    1. If you did not participate in combat for a period of time (i.e., if you took no damage and dealt no damage), you could change your abilities. E.g., in a trial, you might run off to a corner of the room, avoid taking damage for a little while, and then make adjustments. In the overland, you could kite an enemy that's chasing you, and after not taking any hits for a while, you could adjust your abilities. In both cases, you are still technically in combat (if you open your skills window, there will be the pulsing red border around your screen), but you are allowed to change abilities if you effectively left combat by avoiding participation in combat.
    2. If you are dead, you can always change your abilities (if you are in a group and the rest of the group is in combat around you, then you will remain in combat even while dead).

What got broken: In the Wolfhunter patch, the combat ability change restrictions all went away. You could change abilities in combat even if you have recently took damage or dealt damage and are still alive. This needed to be fixed.

What is currently on the PTS: The "fix" on the PTS, however, does not return the game to the original behavior. It goes much further and eliminates two the exceptions that were originally there. Now, if you are in a dungeon or trial, dying will not allow you to make adjustments to your bar--the entire group must wipe. It's also no longer possible to avoid taking/dealing damage for a period of time to gain an opportunity to change your abilities.

Why this is a problem: The original behavior respected the spirit of the no-changes-in-combat rule. It allowed changes if you were technically in combat but were not really in combat because you had disengaged or died. Death, in particular, should let you change abilities: on the PTS currently, if you died and decided that you need to change your bar to avoid future deaths like that, you have to ask your group to wipe and reset the entire fight. Also, in a game where "stuck in combat" bugs are not uncommon, being able to change abilities when you were effectively out of combat was a nice reprieve from the effects of those bugs.

@ZOS_GinaBruno Why can't we just go back to the way it was originally? Do you really intend for this fix to go well beyond what actually got broken?

Are you not aware that they have now outsorced the patches to a foreign country while all the eso devs try to help fix what is known as fallout 76.....

.....go play that then come back to eso lol it will feel like eso has zero issues after the mess that is 76 :)

    Edit:
(Yes i know eso devs are different from fallout 76 devs, hence why i said help)

I got stuck in combat for 30 minutes at my home gate, couldn't teleport anywhere. So I just stopped playing the game. Bugs that have been here since beta and I'm tired of it, game is just a big meme:)

I don't think raising the issue on the forum makes any difference. Forums are like a quarantine for complaints; all the complaints are isolated to an audience of people who already pay/play the game.

What you need to do is go out and write bad reviews, get game news outlets to talk about the problems, use social media to get the game known as a buggy mess.

Only then do you have a chance of seeing real change.

It’s bugged. Was stuck in combat at Warden and had to walk back to bleakers. Prime time so I couldn’t leave the campaign and come back. Had no Keep recall stones. Not sure if they’d have worked anyway. Not fun.
