The only reason I bought them was because I had a bit of gold spare, a mate had a few crowns and needed gold so I looked for something I may need off the store, I saw the outfit slots, which I didn't reallllly need, but figured it'd be a permanent upgrade to my account, and they were on special. I one day, may use them.
A character slot is 1,500 crowns. An outfit slot is 1,500 crowns (on special at 750). The logic would suggest it acts like a character slot (account wide) for that price.
I'm just hoping this is a bug and they'll fix it, account wide. Either that or, i've just been burned by ZOS. Lesson learned.

Yeah, if you wanted to make a bunch of outfits to change between, it's a terrible system. But for one, it works just fine.
(and yeah, 1500 crowns feels like a high price for an account-wide slot. For a single character, it's utterly insane. Even the 750 sale price is terrible for a single character.)

I actually spend the gold to occasionally swap outfits back and forth. This entails keeping spreadsheets on each outfit design. It's a pain in the arse, it's time-consuming, it's expensive in game currency... but it's better than spending 15 bucks cash per character per outfit.
If additional outfit tokens were account-wide, I would have already purchased 2 to 3.

A couple patches ago an addon could save outfit templates to apply them later, but ZOS killed that option.

Given I purchased it with gold and not crowns, support reviewed the trade and issued me the gold back. Which is more than fair, it wouldn't be right to have it returned in a currency I did not use. I am happy with how support handled the situation.
I have not looked at outfit slots since, I hope the description is clearer re account / character association.
