Minor Endurance buff not working properly?

It seems, according to my stats, that minor endurance is not buffing stamina recovery properly. The tooltip reads as a 10% increase but my stats only show about 5%.
Without minor endurance my recovery is 1467
With minor endurance it is only increased to 1563. This is only an additional 96 points.
10% of 1467 should be about 147 but thats not what is added. Is it broken or am I missing something?

✭✭✭If you have other percentage based increases to Stamina Recovery then they are not multiplicative they are additive so you have to check what the total % increase is and check it with your base recovery to see if its working properly or not. I am gonna go on a limb here and say its probably fine.1
