@Oakmontowls_ESO , I think the topic starter means the opposite - whether the mobs are capable of penetrating the player's resistance, not the other way around.
And @Vrathak , as a general rule, no, I don't think that in PvE mobs/bosses have that stat. But here and there, in separate cases, you can receive unmitigated damage (I think that Cloudrest has something like oblivion damage coming in, though I can't vouch for it to be oblivion). In addition, there are mechanics that strip targeted players of their resistances (I think that shatter armor coming from some mobs in Maw of Lorkhaj is one).
Was it confirmed that NO PvE Mobs or bosses has armor or spell penetration? I find it kind of weird that none of them had some added to their stats...
Never heared of any mob or boss that has actual penetration
There is undodgeable / non mitigatable dmg which mostly ignores resistances that deals always the same % dmg. If you have 10k resistances or 30k foesnt matter then.
But as @John_Falstaff said there are mechaniks like the shatter in MoL that can destroy all you resistances for some time
And btw yes CR has some oblivion dmg, for example carting obs in the shadow realm
But I am not mistaken thats only in veteran.
