Returning player after over a year+

Have ESO+, fully upgraded bank and 7 characters with fully upgraded inventories.

    Simples really

First allocate the 8th character as a fresh new mule then do the ZOS approved method and spend crowns on extra character slots.

You can defer this issue way way into the future....

I'm a hoarder, too. First, I accumulate things until my bank and storage and inventories are about to explode. Second, I chaotically sell/deconstruct things, delete characters, put everythig into guild bank. But with time things crawl into my inventory and bank and storage again...

I think being in some guilds that were a combination of trade and social kept me from being a hoarder.

Sell stuff to make gold, give away stuff to generate good-will, ask guildmates for stuff you need (and tip well for crafting).

It takes a village to manage your ESO inventory.

I'm a hoarder. especialy when it comes to "but what if I need it later??" gear. so basicaly I took 2 steps so far.

    1. I have decided which characters I'm going to be serious about group content on and which characters I'm just playing solo and easy inconsequential group stuff.
    2. once step one was done, I have decided on which sets both my serious characters and my "solo fun" characters are going to wear. and this is the important part - while serious characters will need multiple combos of gear as well as changes depending on how meta evolves.. my for fun characters don't need to be anywhere near that, so all they get are sets that they are wearing and that's it. they will continue to wear those sets for as long as I'm playing. they don't need to be optimized, they just need to be playable. this immediately cuts down on the amount of drops you might be saving "just in case" , since you will only be saving meta pieces for your mains. (as for other sets - if meta changes? you can farm those up then, otherwise, if you are not going to use it - deconstruct or sell)

I'm currently going through step 3 and actualy organizing the gear my alts and mains are wearing. i did keep a bunch of sub-optimal traits for the moment, because transmutation IS a thing and it will allow me to be done with organizing sets faster. if a good trait drops after I transmuted to it.. well.. i can always trade it to a guildie, or deconstruct again for extra mats.

my cryptonite is furniture. I cannot bring myself to get rid of ANYTHING. what if I get an idea for something later and wish I had that piece I got rid of? it has happened a few times before :/ but... at least when its limited to certain type of a thing, its easier to organize and keep track of. when its EVERYTHING - then it becomes overwhelming.

Thank you all for the suggestions!! Greatly appreciated!!

Where I might start for the moment(while the event is going on) is just decon all the green items I've been holding onto.

Inventory Insight addon helps to check all of your items list
    https://www.esoui.com/downloads/info731-InventoryInsight.html
Then sell excessive items with bad or rarely used traits, as you able transmute traits now, leave purple and gold quality items instead of blue and green.

Get Coldharbour manor if you don't have Psijic villa to store furnishing

Get eso+ to drop all crafting materials into bag.

Get chests and place them in house

Another area you might be able to recoup some space, is if you deal with treasure maps, surveys and master writs...if you have the extra character slots, make a couple extras, and use them to carry the above...the surveys are good because they're stackable and you can hold a ton of them but then also, the treasure maps are good to remove from any main characters and bank inventory because they don't stack...

First anything not bound as in overland or crafted can be sold, you can always buy it back and it will probably be cheaper.
Same goes with furniture and similar like crafting materials if not ESO+

To keep, weapons of decent sets, no you don't need 5 spell power cure lighting staffs then you don't have any healer but if you get an healing staff, keep it. BIS level trial sets like VO and IA as they can be hard to farm.
Decent monster sets from dungeons you have problems with, same with purple jewelry, shoulders to decent sets.
Armor from dungeons is last to keep as its pretty easy to farm again.
Watch out for duplicates, you don't need 5 shoulders keep one. two of others maximum and decon the rest.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

I found the Reddit Daily Set Discussions very helpful. Looked at alcast and Tamriel Foundry to see what sets are the most useful to hold onto. Realized this weekend there was also no reason to keep most of the jewelry that was not purple as the cost to improve it is oppressive, with some exceptions (i.e. blue Alkosh, Relequen, etc.)

Monster sets are a little more difficult. Just have to make a plan and stick to it. Try to keep one of each for each weight and only the optimal trait, for others, I have one as a placeholder. I keep most impenetrable monster sets, and keep them in a storage container in a house instead of the bank. Working on doing the same for PVP specific gear sets. On console, so I keep written lists of what I have so I know what to decon or sell if I get a duplicate. Also keep all my PVP siege stuff in a storage container, too. Figure if I'm going to Cyrodiil, I'm going to have to revamp my character anyway, so why keep all that in the bank.

I stick all weird furniture like extremely bright glowing rocks, burnt sticks, body parts and fugly chairs out on the balcony. It seems to work, my bags are cleared up mostly.

Get a house and throw all the furnishings in there in a pile.
Find some poor noob that likes the treasure maps and mail them.
Get chests and store the armor sets thats on a top ten list deconstruct everything else.

Go to starting zone and invite 10 new players to your fresh new guild. They will quit and u will have 500 more spaces. You can not store anything bound .

Make 15 toons and lvl the inventory slots.

Use all your motifs! Sell the expensive ones! The rest you donate to guild bank or send to a random person!
As for Armor if you don't use it lose it!

What are some good 'rules' practices to use to help with hoarding?

    Get ESO+

Other than that don't bother. You only need like 3 or 4 sets in this game, and really only 1 trait on each piece. People that collect every set that comes then complain about storage are something special.
