Your questionable theory at least would explain why there is no nerf yet for the most OP skill of the entire game: If Cloak (which is almost god mode) finally would get a well-deserved nerf, the forum "drama" would probably set a new record for men in tears, so ZOS has too much fear to do it.Because if a nerf causes this much drama it must have been badly needed.
I don’t get how core combat systems can be changed on a whim with no thought for over performance or justification going out for the changes. At least acknowledge the issue.

Sometimes, for us, players - outsiders, it really looks like they are doing some bad decisions on purpose and out of spite. Like really. Totally disconnected with their fans and hardcore player base. Even with all those Class reps, Streamer squads...
This is universal acknowledgement that these changes were too broad, too untested and many unnecessary. With so many bugs unleashed, I really hope ZOS Combat & QA departments will take lessons or even consequences from director(s). The questing, audio, visual, zone and cyrodiil guys did a hell of a job, only to be downed by those incompetent ones, mentioned above. It's not fair.
I haven't seen enough of Murkmire yet to know whether it deserves an "A", but I haven't encountered any performance, bug or balancing issues to justify less than a "B" at this point. Performance is certainly a lot better than when Summerset launched as there were some disconnection issues with that update as I recall until an early incremental patch a week or two later.
