I doubt that there's anything that can be done to change player behavior. I've been saying for years that the fix for the queue is to allow the players to choose from a structured group or instead a first available group. The first available is probably going to have all DD's in it, but a lot of us don't care especially in normal dungeons. My DD is going to run that normal random no matter how long I have to wait because I want the bonus XP that comes with it.
An interesting twist to the idea above would be to require a certain CP before you are allowed to choose first available. In fact that really should be a thing because lower level characters will be more affected by missing roles in a group.
We all know how terrible it is to queue up as a damage dealer in the group finder. Unless you get lucky, it can take a very long time.
It has been over 4 years since the game has been released, and many players have multiple characters now. Showing the ratios of the character roles for players that are in the Dungeon Finder queue COULD incentivize players with multiple characters to log in with their healers and tanks, making the overall ratios more healthy. It could further incentivize players that haven't made a tank or healer yet to create a new character for the purpose of finding groups faster.
What do you think?

Tanks have que times of instant to 3 mins (in my experience) healers a tad longer, and DPS 30 min+. Tanking does get boring quickly (healing as well) and it is extremely painful when you are the tank and your pulling 60+% of the group damage and the dungeon takes 5x longer. The current state of people who are fairly competent in their roles is squed atm. For pledges I'd rather take the longer que as a dps so I know that the dungeon will go more smoothly since I can pull 40k+ dps, not trying to sound elitist here but honestly go tank pug vet dlc dungeons and get stuck with people who don't know how to DPS effectively and ask yourself if tanking it worth it.
Not bashing low DPS chars, people need to start somewhere but when your basicly at the mercy of the DPS to complete content I'd rather take fate into my own hands and just DPS instead of tanking

Please share your build, I'm really interested how you kill 60% of 300-400k vet mobs with tank.
