I guess I'll find out.

This is similar to the way that transmute gems are limited, and you can only hold 200 max at a time. the other events each handle tickets in a different way, with new life, for instance, granting a ticket, not for killing bosses, but for the first new life quest you do each day during that event. In general, you'll have an opportunity to get a ticket a day.
as far as the indrik mount, there's no way for us to know if or when ZOS will have this event again, so there's no way to know if it's worth continuing if you know you're not going to succeed this time, because there may or may not be a next time for the indrik mount. as far as the tickets are concerned, it's conceivable that ZOS may use them for something else down the road, since they are categorized as currency.
sorry if this doesn't help you decide, but then again, it may.
PS: i just noticed you referenced the Indrik as a pet. It isn't a pet, but it is in fact, a mount that you can ride...just FYI
Every time a new in-game event starts, you’ll be able to purchase the new Indrik Feather AND any previous feathers. You are not locked out of purchasing feathers from previous events, so if you weren’t able to collect enough Event Tickets previously, you always have a chance to catch up.

Many thanks!
My guilds have over 1600 active members. I've done my best to explain how the Indrik Mount may be obtained to hundreds of guildies. Even with all the practice in PS4 text chat, it took 2-3 drafts to get the post down, and even so, it needs improvement.
I'm sure by Midyear Mayhem, we'll all be thoroughly versed in the Event tickets, Indrik Mount, and whatever else Zenimax has in the pipeline for this new Event format. Until then... it's as confusing as a long chat with Sheogorath
@Davor
Here is the answer to your question:
1.) Zenimax has introduced a new Mount: Indrik
2.) The Indrik Mount can be purchased with four unique Indrik Feathers
3.) The Indrik Feathers are acquired in-game. They are purchased with Event Tickets. Each Feather costs 10 Tickets.
4.) There is a new NPC - The Impressario - who sells the Indrik Feathers.
5.) Event Tickets and Indrik Feathers are currencies.
a) They cannot be lost.
b) You may hold 12 Tickets.
c) There is no reason to hold more than 12, since as soon as you reach 10, you may purchase the unique Feather for that Event and begin to accumulate Tickets towards the next Event.
d) It is impossible to 'lose out', as long as you participate in Events.
6.) There are three more Events scheduled for this year:
Clockwork City Celebration
Thieves Guild/Dark Brotherhood Celebration
New Life Festival
7.) Each of the Events listed above will provide opportunities to earn additional Tickets. Each Event will also introduce a new, unique Indrik Feather. Feathers from prior Events will still be available to purchase.
8.) Once you have acquired the four Unique Indrik Feathers from Witches Festival, Clockwork City, Thieves Guild/Dark Brotherhood, and New Life Festival Events, the Indrik Mount will be unlocked on your account.
9.) After you have unlocked your mount, Events in 2019 will enable to you customize your Indrik Mount to one of three 'Evolved" appearances. For those future Events, your Tickets will be used to purchase the upgrade materials for the Indrik 'Evolved' appearance your prefer.
That's it.

I will have to stop avoiding Clockwork City then. For some reason I thought it was PvP. Thank you will go there now when I have a chance. I take it after I do Morrowind.
@DarcyMardin
The Impressario can be found in a small pavilion outside Daggerfall, Vukhel Guard, and (I think) Ebonheart, in the general vicinity of the Jester's Pavilion
