What games is OP speaking of? The second responder compares ESO to a game that is not an MMORPG, just has a little grouping available, so it would and should be smaller.
The download time for ESO is long because it is slow for whatever reason and seems to come in pieces.

Is it though? Other games have reduced file sizes.This game is huge and it takes up half the space on my PS4. When I look at other huge games, they don't take up nearly as much space and still have much better graphics. I do agree that they shouldn't do this if I will reduce the quality of the graphics though.
You say other games but yet to actually offer any real comparisons. Do you really have the knowledge to even make a comparison as you would have to compare engines, graphics quality and much more.
It is easy to be an arm chair critic yet have no basis for what is being critiqued.
Edit: Warframe mentioned above is a great example of a bad comparison. It is not a true MMORPG for starters. WoW would be another great comparison since it has pitiful graphics.
Frankly, most game developers don't bother as much with space lately anymore, since storage size is growing all the time. Sure you could optimize the compression and the game, but since it can run anyway on most today's graphic cards, CPUs, and storage got enough space, why bother.
I'd wish as well they took the effort to make the game smaller, even on my 1TB non-SSD hard drive it's quite a chunk for a single game, but realistically I wouldn't hold my breath.
