I believe this is the name of the set that makes 5500 of your opponent’s healing negligible.

I’m an Xbox player (PvP mainly) so I don’t have access to the PTS.

Is this set going to make it to live? Please tell me it isn’t. Is it as bad as it sounds?

Nobody knows if it will get nerfed again before live or not but yes it is as bad as it sounds. Every fight where someone is using this set is now a DPS race.

ZOS talked about changing it in the late class rep meeting notes, but I dont know if they've changed it on the PTS yet.

    It’s already been nerfed once?

@VaranisArano did they say what their intention of the set was? Like why they thought it belonged it the game

Uh, yeah, let me hunt down that post.
    Found it!

Here's the relevant portion of the Dev Comment
The Murkmire update has a total of 18 new item sets, making it one of the most set dense updates to date. Here is the Combat Team’s insight on some of the most debated sets on the forums:

    Soldier of Anguish
This set was designed to put pressure on single targets. Soldier of Anguish applies Heal Absorption, which acts like a reverse Damage Shield. Like Damage Shields, Heal Absorption was not intended to be stackable from the same source and we are already in the process of resolving this bug. Unlike Damage Shields, Heal Absorption is not currently affected by battle spirit and after reviewing some of the comments and testing the set in a greater variety of PvP scenarios, we’ve come to agreement that Soldier of Anguish is over-performing, and its values will be re-evaluated.
    ...
We understand that not all item sets benefit all playstyles, but when creating each update, we try to craft item sets for the greatest variety of players. We scour the forums for constructive criticism to help inform our decision making and make the item sets that make for fun and exciting choices for our players, because at the end of the day, we make sets that we want to play with!

    https://forums.elderscrollsonline.com/en/discussion/437982/class-reps-meeting-notes-september-25/p1

Here's the recap from the class reps:

    "Soldier of Anguish set:
We voiced our displeasure over the abusive potential of this set. The debuff cannot stack, but it can be refreshed, which the reps said was still problematic. The reps also indicated that this set should not be compared to a damage oriented proc set such as Viper since damage is affected by battle-spirit and other resistances whereas this set is not. ZOS indicated they are willing to adjust the parameters of the set, specifically whether the cooldown should be lengthened and the value of how much debuffed healing. The reps indicated that perhaps it was better to redesign the set, in light that similar one-target proc sets (such as Sloads) have often caused problems and had to be eventually be nerfed. The idea that it would debuff a group of players (obviously for a lower amounts) was one suggestion."

You can check the PTS patch notes to see if they changed anything about the set yet. I didn't see anything, so it might be a future plan.
Edited to add: dwemer_paleologist linked the patch note below!

    Soldier of Anguish:
Reduced the healing absorption value to 4800 from 5500, and the healing absorption debuff from this set can no longer stack with itself.

    Developer Comment:

Damage shields from multiple sources cannot be stacked. We want healing absorption to follow this same ruleset.

after reading that pts note, i realize the set was allready too weak and wasnt much damage nor much of a healing debuff to start with, but knowing its about to get nerfed even more? makes me realize its not much worth wearing for anything.
super heal wardens and super heal will not be in any danger whatsoever from the set.

although I still do Love the name of the set, it's just not worth wearing.
    shame.

Hold up. The set is certainly powerful against a solo player. It used to be able nullify half of a vigor. That’s plenty of time to burst someone down especially with steel tornado spam at low health

yeah but the guy showed a quote that the set is going to be nerfed even Further, the note i showed was from a older quote, so that means this set is allready weakened from what you saw? and its going to even recieve More nerfs.
by time thier done with it that set will be laughable weak.

It should be changed completely. New mechanic in all. If it doesn’t change like that, I’m happy to see it go

if it did damage and in addition nerfed the enemies healing done then that might sound fair.
but, I Love the name of the set, Soldier of Anguish should be something that is really good.
hope they don't waste the name.

Sure would be nice if stam got a good set for once rather than magicka always getting the nice stuff. Is this set bad for the game? Yup. But please give stam a strong set that isn't cheesey in its place. Something like Strategist preferably.

Still way too strong. Too short of a cooldown and too easy to re-apply. No effective counterplay for healers. Especially in the non-CP campaign, anyone who relies on healing to survive burst will be dead.

I'm pretty sure, on the usual suspects, you will see the proc go off and they will pause and still one heal to full.

People are going to abuse the heck out of this set. All you need to do is run Major Defile and anyone who isn’t a dedicated healer has no chance of healing themselves.

Defile is finally reasonable. We have enough Oblivion damage. We don’t need this mechanic in the game.

Should keep it as healing absorption but take it down to 3k and let it stack. That way people will pair it with defiles.
