This may not be a fix but have you tried to bypass the error by the following method ?:
1. Leave the queue.
2. Disband the group
3. Regroup.
4. join the queue again
This method has allowed me and my group to bypass this bug/error several times when it happened months ago.

Are you talking about premade group or random queue?
It's probably not a bug when you use it to find random group. Me myself was either afk, Alt-Tabbed or in combat while being in a queue many times, so I might be one of the reason why you get this error. Sorry for that.
Yesterday it worked perfectly and now it's bugged again. The system is failing for 2 years (maybe even more) who so long to replace/ fix it? @ZOS_GinaBruno

On topic: Simply make it work, ZoS. Paying customers deserve to use things that actually work and you will see the advantages in the revenue - win, win. Doesn't take many braincells... Didn't some business advisor tell you that yet? There is no excuse, many already mentioned the ridiculousness of saying "it's not needed in the event.", which is beside the point.
I am aware that it might not be easy doing your job at this company at times and you are humans too, the only thing that I missed the whole time though is honesty, never seen that yet. That might make everyone look more human aswell, rather than a cold, heartless company. Think about it...
