I think they are speeding up frags, and it is getting its old 20% bonus damage back.
This whole patch was about mitigating nerfs to sorcs. The nerf to boundless is one of many nerfs applicable to all sources of Major Expedition. Every class that had an expedition skill had that skill nerfed with a duration reduction.
Shields also benefit from physical, spell, and crit resistance, so it isn't an outright nerf, and the cast time change is no longer happening.
Also, FYI, once upon a time last year pets (specifically Volatile Familiar) were BIS in endgame trials. Just because they are 'trash' now doesn't mean that they shouldn't be buffed. It is possible for them to not become trash, and many of the patch notes are targeted specifically to eliminate the major complaints trial groups have had with pets (see: chain lightning in vAA).

So out of all skills, Boundless is getting a nerf, shields are still critable and only 40% of your health(which is only like 15k in PvE and 18k in PvP), frags is getting slower, and rune cage is still going to get nerfed to complete uselessness. ZOS is really trying their best to get sorc mains to swap to magblade...
Sure, pets got a buff but the 0 damage doesn't change that they're trash in PvP and endgame PvE(except the atro). I guess I'll be a crafter main next patch.
