Why I always have low FPS?

I always have 30-50 FPS average with this computer with High settings
Intel core i-5 8400 2.80 GHz
RAM 8 Gb
GeForce GTX 1050 ti 4 Gb
I have 60 FPS only if I stand still, without any action
So what wrong with the optimization of this game? I can't play with such lags
Does anybody face problem like this?

Gatviper✭✭✭✭The game engine seems not to be much up to current standards, not very optimized on many corners, so it's not running as smoothly as some better tended games. I got a pretty strong gaming laptop with GeForce GTX 1070 8Gb, all on Ultra settings, about the same FPS, and depending on zone and player amount, can drop as low as to 24.Life is a ride, like days in a train, cities rush by, like ghosts in the night.
The rhythm of wheels, time fades away, stations of a journey, destination unknown.1 -

OFFL1MIT✭✭✭eso is very heavy on CPU than GPU. I got more better, stable fps when I OC CPU from 3.5 to 3.9 and I noticed less Fps drops. But in cyro I still get dropped to 25fps when massive zerging is happening, so it's just how game is optimized. U will get use to it, but I know it will be painful after playing other games.1 -

The bottle neck is the GPU, not the CPU. Not to mention any laptop is substandard to the comparable desktop version.1 -

Turned off Antialiasing, Solar Rays, Water Reflection.
Shadows Medium, Textures High, Subsampling high.
Renderizing is 50% of the bar.
I get 60 fps in almost all places except high populated cities and Dolmens (which falls to 40-55).1
