So you now how fast an 12k conjured wards get destroyed? Takes 2 seconds then you need to recast it to not get oneshot in your light armor.
Stacking is needed to open a window to get into offense. How can i fight back if i need to recast my shield every 2 seconds? It is already like this but stacking gives you the oppurtunity to fight back instead of just turtle until you out of ressources.

Lol.. ask any experienced sorc, shieldstack is bad for the game. I played sorc longer than you're in the game totally. Mag sorc can be deadly even without shieldstack, but it needs instant shields not this patch bulls***. If you use 2 shields all the time you're doing it wrong already because you're loosing 1GCD on defense that is not needed while you could build more pressure, and more pressure on your enemy equals to less pressure on you.
I know it seems hard to play without shieldstack, but what it really makes is that you're gimping your self. You loose offensive momentum, and if you play against experienced player you give him a lot of opportunities to kill you while you make no threat to him at all.
2 shields are only useful when you know there was a ganker around and he can try to attack you.
I am not a big fan of cast times in ESO... in my opinion it just ruins the gameplay..
Anyway, shield stacking in pvp is too OP.. But why does it need a cast time?
make it eighter like:
* doge/teleport from sorc => everytime you use it, it becomes more expensive
* or just make it weaker every time you use it. For example frist use => 10k shield, secound use => 5k shield, third use => 1k shield.
If you now set the timer to something like ~10 sec to reset the penality I think everything should be fine... no shield spam in PvP anymore and also in PvE you have an "OH ***" button if you are standing in something.. But still you can not spam it like now..
Anyway, since I am a main tank, I dont realy care... for me its just "cast time has no place for me in ESO". I already hate blood altar when you cancel it by accident in the last 0,1 sec..
How about we attach RNG to other defensive tools:
1) Dodge roll now got a 33% chance to break your neck instantly killing you.
2) Cloak now has a 20% chance to permanently phase shift you so you can longer interact with anything.
3) Heals now got a 30% chance to heal your opponent instead of yourself.
4) Block now has a 15% chance you break your arms making it impossible for you to use any skills or to block.
5) Teleports now have a 50% chance to dislocate you to a random point and time in Nirn.
6) Sprinting now has a 50% chance to move you back in time to the point of the character creation, undoing any progress you have made since then.
