We will be performing maintenance for patch 10.3.1 on the PTS on Tuesday at 10:00AM EST (15:00 UTC).
Unique proposal for shields in order to avoid the Cast Time Nerf
Proposal PvP Aspect:
Make them to add like a 50% Mitigation for the set amount of value of the shield.
For example: If the user cast a shield with size of 10 000 and have 18 000 Health, and the user is hit by a skill for 5000 damage the result will be that the shield will be left with value of 7500 and the user health will become 15 500. So in order to 10 000 value shield to be destroyed the user must take 20 000 damage in total.
This will provide a real counterplay against shieldstackers, so they will be forced to run a selfheal like Rapid Regen and not just stacking shields because they will still take damage trough them.
Proposal PvE Aspect:
Make so that the Cast is INSTANT like on live server, however the Shield itself is generated after 1 second of the cast, this will solve the problem with the fluidity of the combat.
