PS4 key for PC account?

Greetings, Warlords!
Two years ago I bought physical Imperial edition for PS4 just to obtain physical Molag Bal and artbook.
In this package I also had a key for PS4 account.
Since I play PC and don't have any console I never thought this key can be activated.
But after Gina Bruno told today we can complete Summerset achievements both on PC and consoles I thought if I can actually use that PS4 key to have another PC account.
Inb4. I'm not talking about transfer since I never used the key.
Can I use that PS4 key to create new account and play at PC?

So I can't use my PS4 box to create PC account?
