The reason magsorcs are hit harder is that they start out with less dps than magblades in trials and don't have all the heal per hit skills that magblades do, so they require shields where magblades do not. So to really balance it, magsorcs need more heal per hit skills not a one second reduction to an already lower dps than magblades.

Magblades will be healing far less than they do on live. They lost Minor Vitality completely on the only viable Strife morph on PTS (which effects every source of healing), Refreshing Path is no longer viable on DPS specs. Grim Focus effectively doubled in cost over the duration.
And I wish people would stop forgetting that Sorcs do also have inbuilt healing via Crit Surge, it’s very good considering all the AoE magSorcs have through Blockade, Scamp, Liquid, Destro, Lightning heavy, even Mage’s wrath at a stretch in cases heavy on adds.
The shield changes were complete overkill to all magDPS.
The one good thing that came from this patch is Blazeplar tanking might be genuinely sought after for endgame content.

The OP doesn't specify content, just asked why not every mag build was complaining. I'm more familiar with magicka builds in PVP that don't use damage shields, so there certainly are magicka builds in some content who simply didn't require damage shields to survive. In my experience, its mostly the PVP sorcs who relied heavily on damage shields compared to other mag classes in PVP.
You may have a point for PVE end-game trials, but that certainly wasn't specified in the OP.

This is a problem in all PVE content, not just trials. All of it - and the hurt is especially felt on new and less than top tier players. Not to mention people who like to solo content. The negative effects are far reaching enough and that it doesn't need to be specified in the title - it's obvious. So, ZOS made it really clear that they intend it to hurt all PVE content in the last class rep meeting. They think damage shields make healers useless.
This is their answer, whether we agree or not, to the dungeon crowd that says "Healers aren't necessary." ZOS' answer is essentially "LOL, see if you still say that now after we take away your major source of self-provided damage mitigation!" (Which also explains why Healing Ward didn't get nerfed this round.)
Sucks for solo PVE players who required damage shields for survivability, sure. Especially in VMA, where you are your own healer. Or Battlegrounds or Cyrodiil, where you may not have a dedicated healer in your group and this change just destroyed shield-stacking. Its a big nerf for anyone who required damage shields for survivability, PVE or PVP.
But still, if you want to know why not every magicka player is up in arms, the obvious answer is that not every magicka build requires damage shields to survive the content they run.

For trials and certain vet dungeons for sure. But the way shields were / are being used in PVP was ridiculous. PVE definitely got dinged on this one.
