Shields Nerfs + Shield damage increase

With the nerf to shields; giving them a cast time and making them critable is it time to re-evaluate certain things ? Such as shieldbreaker and the cp passive shattering blows, mostly the latter. I didn’t see anything in the patch notes pertaining to shattering blows. With all the increased damage shields will be taking I can’t help but think that’s a big oversight. At the very least the cast time needs to be removed and shattering blows should get replaced.

    Shieldbreaker is generally used to deal with shield-stackers, yeah?

    So if the cast time being added pretty much removes the shield-stacking gameplay, will too many people still invest in Shieldbreaker?

    Assuming the cast time stays as it is, I'd expect Shieldbreaker to be even more niche.

    Yeah it would be overkill but I can see players still using it. I’ve seen players use shieldbreaker in no cp so there will always be someone using it. If the set is niche wouldn’t that mean this set probably should be removed or changed into something else?

    The ZOS way is to add tons of changes at once and confound the variables instead of adjust slowly and see what effect one variable has.
