Grudgingly, I will say it's something. By long shot not enough (because there's still absolutely no reason to slot MA skill, as same 25% reduction under different name is attached to Blade Cloak, and with damage bonus on top), skill is still useless, but at least the horrendously illogical random-chance-based defense is gone and forgotten like a nightmare.
Let's test it in game first, but yea, on paper it looks good. About time this was adressed.
Not happy about the damage shield changes though, the issue is and has always been stacking and not individual shields. Yay for nerf hammer whirling rather than adjustments focussing on the actual problem.

Yeah I’m gonna enjoy when every medium armor character has 25% damage resistance to my permafrost and deep fissure... and then when they have decided they have played with their food enough they will go on the offensive and bash my shields when I try and recover... great changes... I’m gonna go make a Stamden now... at least vigor doesn’t have a cast time
