I have been farming for over 2 weeks and well over 50 CoA1 in various norm and vets, hm and not, and maybe 15 CoA2 runs, on mag/stam dps, healers, and tanks. Burning Spellweave Inferno Staff has not dropped once in any trait for anyone my group, and most times we got each chest as well. For something that is supposed to be random, and a staple of the Burning Spellweave Set, there is something very wrong here. Is the drop rate bugged, or is it intentionally designed to make this game not at all fun? I've gotten one in the past long ago, but not recently. It's become painful, and the people helping me are completely sick of it too. At minimum, it works out to 0/260 with no chests, and 0/780 with chests. How can it be this low?? There are 12 types of weapons in each of 3 sets, so the chance for a Burning Spellweave Inferno Staff SHOULD be 1/36 I would think from a boss?

It's not 1/36. You either get a weapon (or shield) or jewelry or a unique item from the final boss (and only the final boss, other bosses don't drop weapons/jewels except for unique items).
And the actual odds depend on exactly how the loot table is generated. As in, is it a loot table of all possible items (12 x 3 x 8 weapons, 1 x 3 x 8 shields, 2 x 3 jewelry, 2 unique items) which would be 12/320 ... or does the system first decide whether you're going to get a weapon or a shield or a jewel or a unique item (or some variation of that), and then roll the exact item (meaning you have a 1/4 chance of having a 12/288 chance)? I suspect that it's not a truly random loot table of all possible drops, because I seem to get unique items at a much higher rate than any other specific item. Even worse, based on the way that Maelstrom drops used to work, it's possible that the odds are skewed in some other way. But I personally don't think that the BSW inferno itself is specifically bugged or skewed or anything ... I've got exactly one Sunderflame dagger (not that it's useful anymore) in all my time farming CoA recently, which is the same as the number of BSW infernos I have (but I have 2 BSW lightnings and probably 5 BSW restos).
Also, chests aren't guaranteed to have a weapon/jewel in them. You're dealing with the entire loot table of armor in those cases.
Anyway, I would suggest that you look at chest farming instead of actually running the dungeon. You can do it solo (although you need someone in group, even someone who is offline, to reset the instance). What I do is just run the chest farm really quickly on my magblade every day when I log on to do writs/mount training, and then again before I'm done for the night. It takes maybe 2 minutes per run.

This I farmed it over 300 times just recently did 157 runs for the frost staff

My issue is whether this is how the game is meant to be. To a casual player, this set is almost harder to get than some trials sets. That is why to me it seems like a bug. I understand how hard it is to get, what I don't understand is why?
