Not quite true. We've had some dungeon DLCs and the Maw of Lorkhaj was released with Hew's Bane.
Shadows of the Hist = Argonian
Horns of the Reach = Nord
Dragonbones = Nord
Maw of Lorkhaj = Khajiit
They were 'small' enough I can understand overlooking them but they do exist. Nothing really Breton (unless you want to argue that the Reachmen in Horns of the Reach count) but they got their whole region covered in the vanilla game, so all that's really left is Adamantine Tower and maybe a chance of some dungeon DLCs or tiny islands off the coast.
What does a Khajiiti themed Trial have anything to do with Argonians? Please don't say tails.

Fang lair is a Dwarven ruin. Scalecaller Peak is an Ancient Orc ruin. No Nord culture/architecture in either.

Craglorn literally first expansion = Redguard
Orsinium the best DLC = Orc
Gold Coast = Imperial, basically, as was Imperial City sort of
Hew's Bane = Redguard
Summerset = Altmer
Vvardenfell = Dunmer, and I guess Clockwork City is semi-dark elf

There still is a bit of dunmer lands left besides port Telvannis... I think there is at least two or maybe three zones for Morrowind at least there is the Telvanni and one Redoran/probably Dres territory
