So how would the game handle your chars which are from a different alliance? Or visitors?
What if I am DC and buy the Covenant ship and later I relog on my EP char? Do I see the same DC ship?
Only thing you can call home in a war zone is a grave. Or a cave or a tent/camp. An room in alliance war base would make more sense.
Also, what would stop an enemy from destroying the row boat?
I don’t dislike your idea from a housing perspective, but the tie in to pvp is a stretch since there’s no naval combat in this game.
I would very much like a naval pvp dlc though where the alliances fight in either the Topal or Niben bays for passage into Cyrodiil. Not only would that be fantastically fun but it would support this housing idea.

So, sorry, I don't think ZOS will release a simple ship. If you really want a ship, ZOS wants you to have to spend $$$ to buy the Colossal Aldmeri Grotto (either when it came out or the next time around, since Linchal Manor was rereleased).
