Is shattering rocks still bugged?

Been getting mixed responses so i figured id ask the forums.
I havent had a chance to test it myself, but for those who have, is the shattering rocks heal still bugged? i have some people tell me that regardless of the ToolTip value it only heals for 1k, others tell me that the skill works as intended.
Has anyone tested this patch? Thanks in advance!
