[BUG] Impossibility to put the emperor on Kastav PC EU

Yesterday we spent turmandous amount of hours on Kastav, trying to put ours friend as a Emperor. By score our friend @Laki476 was on the top No1.
We conquered all Keeps around the Imperial City... but nothing happened! He didn't became emperor.
Also RIGHT NOW Kastav don't have emperor....
It is TOTAL Bug! Please resolve this issue!!!

Just took all Keeps with rank 1 on kastav eu but no Emp! PC EU
