Would Hircine reduce block/roll/break free cost?

I've been hearing an answer and his opposite on this matter countless times...

The question is, does sets like hircine, alteration mastery, marksman, ect, reduce block/roll/ break free cost?

Out of the ones you listed, only alteration mastery reduces cost of block/roll/break free.

Alteration says, reduce cost of abilities
Marksman and Hircine says Stam abilities

It's odd that those aren't considered stam abilities..

I know for a fact alteration does; I would have to test the others to know

I know that alteration mastery lowers stamina cost, Magicka cost, ultimate cost and block cost. With that said as far I know, hearing from others it does reduce the cost of roll dodging and break free as well but never personally tested it. Would not surprise me if it lowered cost of Sprint speed and sneak as well.

The other sets do not lower anything but abilities though, much like worm does.

Alteration reduce cost of everything that have cost.
It also example of miscommunication inside zos - it original tooltip was "reduce all costs" but set was bugged for so long (+1year?) and was reducing only ability/ult costs; so zos changed tooltip to "reduce ability cost".... while finally fixing its bug and make it properly reduce all costs in just following update..

It's simply because everyone can do these actions, wether magicka or stamina. Block, break free and dodge roll are universal and not limited by any attribute specialization.

slightly unrelated, but alteration mastery, shackle breaker, or amber plasm as a sustain set in pvp?

@TheNightflame build dependant; however alternation is more of a specialized set and is in niche builds. Shackle breaker just slightly beats amberplasm since it got nerfed.
