Fastest movement speed possible?

I'm trying to create a build to harvest nodes. But, like Ricky Bobby, "I wanna go fast!" The fastest build that I can think of is:

Orc (10% sprint speed)
StamSorc (Minor Expedition from Hurricane)
7 Medium Armor (21% movement speed from Athletics passive)
Windrunning Passive in CP (2% movement speed)
5 Coward's Gear (Major Expedition when running)
5 Fjord's Legacy (15% movement speed)
3 Swift jewelry enchants (30% movement speed)

Please let me know if you have any faster builds.

Also, I know there's a movement speed cap: is it 70% speed ON TOP of major expedition? Or 70% all together?

+100% normal speed all together. Keep in mind sprinting gives you +40% so you only need another 60% to be capped while sprinting. Also the medium passive is not just movement speed, but movement speed while sprinting.

I'm personally more vested in seeing how much we could do while stealthed, being a Nightblade with Concealed Weapon slotted. Think we can get pretty close to being just as fast as someone sprinting at cap. Don't think we can match it though.

I remember back when the vampire passive and the Nights Silence set made you sneak at super-speed.

As I understand you can only be twice as fast as the normal speed, so the total bonus caps at 100%

You can get pretty fast- but not reach the max, it seems. Here's what you can do from stealth:

    Double Take: 30%
    Swift x3: 30%
    Concealed Weapon: 25%
    Jail Breaker: 10%
    Windrunner CP: 2%
Vampire Passive: Puts you at the baseline of walking (ignore sneak penalty)

You won't get any benefit from medium armor passives (since sprinting would pull you from stealth).

I think Steed only effects run speed (sprint), right? Sprinting would pull you from stealth.

It just says movement speed so I'd assume it's just all of the time. Would have to test it.

I just use my mount + Major expedition from Rapid Maneuver ability and I farm nodes quite fast.
I outrun all on foot runners(even the fastest with all buffs) unless they are just a few meters away from the node.
I also wear 3 swift Jewelry and 5 medium armor Fiord's Legacy(Reduces the cost and increases the Movement Speed bonus of Sprint by 15%) to be a bit faster on foot when dismounting and approaching the node.

I find that using a mount while farming is a lot better than running on foot, just food for thought :)
Some videos I recorded for fun: Main character:
PC EU main: Universe - AD magicka Sorcerer, Former Emperor, Grand Overlord, The Merciless, Trial Bosses Solo Champion
Top alts: Genius(stamina/sagicka Dragonknight) The Force(stamina Nightblade) and other chars.
PC NA main: The Magic - AD magicka Sorcerer

I just tested it on PTS. It does say movement speed. I'd probably keep a different mundus (because it would bump you over the 100% mark).

    For stealth, I tested:

    5 Jailbreaker
5 Innate Axiom (damage with extra mag and stam pools) You could also go with Shacklebreaker

    3 Swift traits
    Concealed weapon
    Vampire
    Windrunner

You can stealth and sneak sprint for daaaaays.
